Memory Leak When Opening and Closing Pages

Describe the bug

Private memory continuously climbs when opening and closing pages in a WinUI 3 App.

Why is this important?

In our main app, as people open and close pages the app starts to increasingly slow down before it crashes.

Steps to reproduce the bug

Run the Repro app. Hit Open and Close 30 times. GC, run 30 more times. Private memory will continue to grow.

Actual behavior

Private memory will keep growing forever.

Expected behavior

Private memory should plateau or release at some point.
