CLI: support sql based todo tool

CLI has a sql based todo tool, whose content is not populated to UI like the traditional update_todo tool. We want to look into how to better integrate this tool with our UI.

Need to check whether we go with work around or wait for official API.
I think its a good idea to add a work around until we get an API.

Verification steps

• Prompt Creat a todo with 3 random items , ask me questions and complete each one by one
• The todo must be created and updated accordingly
• Verify the todo item is displayed and marked as completed
• Verify creating a new session or sending a new message hides the previous todo list.
