After the update, multiple windows cannot display properly

Problem:After updating to the latest version, when I open multiple projects, only the first window displays the layout normally. The other windows fail to show the top menu bar and bottom status bar. It seems like the layout is locked. Even using Ctrl + + / Ctrl + - to zoom doesn't restore the normal layout — the zoom only changes the size of the current content.

I tried both the User version and Admin version.
At first, when I opened multiple projects using New Window, the layout suddenly became normal. However, after I closed all the windows and reopened them, the same problem appeared again. Even the New Window method no longer works...
Now, whenever it's a project with the abnormal layout, no matter which one I open — whether it's the first, second, or any later project — it always opens with the abnormal layout...
