how to solve the error when reading the file "randfile"

when executing the c++ code, the function "initialize()" in "rand2.c" always give a response:"Error reading file of random numbers (randfile)", how can I solve it?
ps:I run it in windows system, not linux. is it ok?

I am not sure about how to resolve this on a Windows machine. In linux randfile is a file that takes its state from /dev/random I am guessing that the following StackOverflow issue might be the solution: https://stackoverflow.com/questions/2229723/how-do-i-make-openssl-write-the-randfile-on-windows-vista
