Try and fix the release github action. I think this is a step in the right direction but I think it failing due to the MAVEN_ env vars not being set.
However, it appears CircleCI already handled the latest release: https://app.circleci.com/pipelines/github/mobilecoinofficial/android-sdk/794/workflows/215ef248-d6f3-407f-aab5-50f73305e7b0/jobs/958
so unless we want to transition to Github actions, we are good for now...
