Replaces all dash-separated beta version identifiers (e.g. 12.0.0-beta-10) with semver-style dot-separated identifiers (e.g. 12.0.0-beta.10) in CHANGELOG.md. This fixes release-please creating beta-1 instead of beta.11, caused by a mismatch between the dash-separated versions in CHANGELOG.md and the dot-separated version in the manifest (12.0.0-beta.10).
