The newer version of torch_optimizer removed RAdam and breaks the tutorial/repo. Set it to install 0.1.0.

Changed from specifying 0.1.0 to specifying 0.3.0, since the author of torch_optimizer reverted the removal of RAdam and pushed out a new version to handle the deprecation more gracefully.
