According to @JonnyOThan (sorry for the ping, but I think this is relevant), sometime between v2.0.3.1 and the current v2.2.0.2, a significant performance impact was introduced. Jonny states it here (r/KSP server):

I forked the version of DOE before lisias started maintaining it and fixed some stuff that was slow
I only really tested vessel and body flares and the skybox dimming, I'm not sure how well viewing distant vessels works
but the flare code in the existing versions is real bad

Multiple people in the server have corroborated his performance impact claim, so I think this is something that should be investigated. Potentially something to do with flares?

I have no context on this issue, I have simply gathered information that I have heard from others.
