Uncontrolled proliferation of peers #5557
Description
We have a client that connects from the same device, with a constant IP and serial number. But for some reason, the client is assigned a new peer each time. The OS version and other parameters also remain unchanged.
Any ideas on how to solve this? Otherwise, I think this should be marked as a bug.
