TODO:

  • Add PRs 12/3/2023 thru 11/1/2023
  • Add PRs prior to 11/1/2023 thru 9/16/2023
  • Add PRs prior to 9/16/2023 that weren't part of v3.26.0 release
  • Integrate bits from (and replace) docs/feat(CHANGELOG): Expand changelog for v3.26.0 #12185 and add for most recent stable (v3.26.0)
  • Making adding a useful CHANGELOG entry a requirement for every PR so this is easy for every upcoming release 😃
  • Tests written, or not not needed

Closing this out. Right now this isn't maintainable as-is. It was an experiment.
