parameter --privileged are required?

hardware: raspberry pi 4

when i run command

docker run -d -p 8000:80 nextcloud

the console juet print tow logs and exit

Initializing nextcloud 24.0.0.12 ...
touch: setting times of '/var/www/html/nextcloud-init-sync.lock': Operation not permitted

google this message ,find a way can start this image: add parameter --privileged

so ,this argument are required? is safety?
