When a sphere is paired we need to work out if it is the master for a site

This will be based on the first sphere paired at a given site.

IF FIRST SPHERE AT SITEID 123
ASSIGN master_node_id in the sites table

We also need an number which increments each time the master is changed. This lets us handle at least some kinds of failover when net goes down.

I think we can use the new 'updated' field in the sites table as 'master_node_update_id'

I've added the master_node_id field in 041d382 and filled it on insert with the id of first node being paired.

We now need an REST endpoint that accepts a user and siteid, and returns
