obs-studio: implement theming
hai! this is my first time opening a PR in quite a while..
i've done my best to adhere to the standards and conventions, please let me know if there's anything i need to fix.
the theme is a colour replacement of catppuccin obs as it's a clean starting point for obs theming. i'm also not sure of the policy on deriving from other projects, but both are licensed MIT so that should be okay.
also, is a testbed a requirement for this module? i noticed some other modules don't implement a testbed, so i'm not sure what the requirement is..
