Issue structure in contributing guide #57
Description
An outcome of the recent meeting (#37) is that we have decided to detail the format for issues and list this in the contributing guide. Some reasons for defining the structure of issues is includes, but is not limited to:
- Help prevent discussions from getting derailed
- Help guide people towards where we think discussion is really important
- Help prevent misunderstandings about the intention/scope/etc of discussions and proposed solutions
