Process exceptions even when DEBUG = True

User Story:

Dean the Developer is trying to debug part of his application that deals with social auth. However when he goes to test the cases handing exceptions he can't because social auth short circuits those parts while DEBUG= True.

Dean would like DEBUG=True to not short circuit exception handling.

Apparently this problem is caused by debug_toolbar which ends up wrapping some part of the system such that the exceptions do not propperly percolate to middleware process_exceptions functions.
