This PR adds OpenSSF Scorecard analysis to the GitHub Actions workflow to enhance security posture assessment. The scorecard analysis helps evaluate the project against security best practices defined by the OpenSSF.

Key Changes:

Integration of reusable scorecard-analysis workflow from the omec-project organization
