Description
Polly implementation migrated from v7
Policiesto v8ResiliencePipelines.Also, all dependencies have been updated and a small fix has been performed on the .http file for the API.

How Has This Been Tested?
All tests run successfully and also all endpoints affected have been tested successfully as well.
