Update OpenVINO launcher for 2021.1

Summary

• Supported OpenVINO 2021.1
• Added extra output layers support with --output-layers model property
• Removed plugins_path model property
• Fixed inference with single-channel images
• Added auto-removal of model folder on error when adding a model
• Launcher is renamed from open_vino to openvino
