Create the 'new' settings part

I've divided the settings into two sections. The old settings: the settings that haven't changed much compared to the current admin. And the new settings: the settings where a lot has changed and sometimes there's a completely new flow.

About the "beschikbaarheid" page:

The form status is updated immediately after changing any of the fields (this is described in detail in #41)

As the design shows, the activeren op is only shown when formulier actief is set to false. Toggling the formulier actief input does NOT reset the activeren op value. Example:

1. formulier actief is set to false and activeren op is filled in
2. you switch formulier actief to true, this hides the inputs for activeren op
3. you switch formulier actief back to false. The inputs for activeren op are shown and contain the previously set values
