Why 1.13 and not 1.19? I was just starting to work on a bump to 1.19 but couldn't get it to build and came to look if there were existing issues and found this PR. |

Yes same here, trying to figure how to build 1.19 and so far this as far as I got :) |

@nemoshlag ah ok. Yea, there is a build tools issue that won't allow building 1.19, open-telemetry/build-tools#155 |
