Release collector v0.148.0

The current release is v0.147.0 which implements OTLP v1.9.0.

• @felixge Bump go.opentelemetry.io/proto/otlp indirect dependency to v1.10.0 opentelemetry-collector#14766
• Release collector v0.148.0 (scheduled for 2026-03-16, see @dmathieu's comment below)

Technically OTLP will mark profiling as alpha in v1.11.0 (after this PR lands), but since there are no functional changes, we could consider the v0.148.0 collector with v1.10.0 OTLP to be the profiling alpha release of the collector as far as I am concerned.
