Business workspace account reports no usage, but receiving "You've hit your usage limit"

What issue are you seeing?

Logged into business workspace and have not executed any commands this week (or ever)-- usage data in settings show no usage for past 30 days.

However upon trying to send my first prompt am receiving this message in the CLI:
You've hit your usage limit. To get more access now, send a request to your admin or try again at Apr 12th, 2026 3:31 PM.

Similarly when trying to use the Codex App, I see
You’ve reached your workspace spend cap

The /status command in the CLI also shows limits: data not available yet.

What steps can reproduce the bug?

Have also attempted logging out and logging back in (making sure I am in the business workspace and not personal, although personal also is supposed to have 9% usage remaining).

resolved by having admin switch seat from codex to chatgpt.

@pchu2018 That is not the solution, Codex seat is pay per use, meaning, it's "unlimited". So it's completely different from the limited ChatGPT seat
