React 18 Upgrade

- [ ] Update dependencies in `package.json` to versions that support React 18
- [ ] Switch over to React 18

The first part of this (just upgrading to React 18) has been completed via #318

There is still some follow-up work to be done before I'll be comfortable fully closing this out #319
