Support for customizable service time percentiles in post-run report #1005

Is your feature request related to a problem? Please describe
OSB already has support for configurable percentiles to be displayed after a run, for the latency and throughput metrics. We should add this for service time as well.
Describe the solution you'd like
We can use the same sort of thing as for the previous 2, adding some flag like --service-time-percentiles, and falling back to today's behavior if it's absent.
