[Remote Routing Table] Delete stale index routing table files #14162

With the updates in routing table configuration there would be a pile of stale index routing files which are no longer required.
Describe the solution you'd like
Periodic clean up of stale index routing files at X internal (defaults to 5 min, configurable from cluster setting) once 10 stale manifest are present from RemoteClusterStateCleanupManager.
