[Snapshot-V2] Centralize snapshot creation and integrate with timestamp pinning #15123

As mentioned in the RFC, the snapshot create operation is executed entirely on the cluster manager node. The cluster manager uses implicit locking mechanism using timestamp pinning to prevent remote store files references by the snapshot to be garbage collected.
