[Feature Request] Enable breaking changes check on main after 3.0 release #18202

Is your feature request related to a problem? Please describe
When 3.0 is officially released, it will become the new baseline for the 3.x series against which we'll need to compare for breaking changes. Currently the GitHub action is configured to exempt the main branch. This should be updated to compare against the 3.0 baseline.
Describe the solution you'd like
Configure the main branch to detect breaking changes relative to the 3.0 release.
