In high-throughput OpenSearch environments, forced merge operations can consume excessive I/O resources, leading to performance degradation of other critical operations.
Describe the solution you'd like
A configurable rate limiter for forced merges extending Lucene's existing merge limiting functionality would allow administrators to balance merge performance against other system operations, ensuring cluster stability while still allowing optimization operations to complete.
