[Remote Cluster State] Use node attrs for Remote cluster state settings instead of cluster settings

• Remote Store related settings were moved to node attrs as part of RFC : Repository Registration for Remote Backed Storage #8623
• Remote Cluster state introduced another final cluster settings.
• If you need to migrate elected cluster manager to Remote cluster state enabled then you need to do a full cluster restart.

Describe the solution you'd like

• We need to move remote cluster state related cluster settings to node attrs.
• This ensures Remote cluster state is always enabled node level and doesn't require cluster restart to enable disable.
