cluster.remote_state.download.serve_read_api.enabled
Default : false
Description : To enable download of cluster state from remote for serving Read API requests on nodes, when the node does not have the latest cluster state

@Naarcha-AWS - The changes are not merged into V2.19. Can we please remove the V2.19.0 label as the documentation changes are not required for 2.19?
