[FEATURE] Pass extensions.yml file to ExtensionsRunner

Currently, SDK relies on a test extenions.yml file to get the metadata of the extensions. Create a workflow to read the extensions.yml of the extensions and pass it to ExtensionSettings.java

Once the location of extension.yml is finalized we have to update Developer guide.

We will be passing one single object of the extension to SDK from OpenSearch. It will be covered here: #93. Closing tis in favor of that.
