As discussed in the Feb 12th TSC Meeting:

• discussion on ensuring KNN becomes part of Core
• overall agreement that if KNN functionality is in Lucene, likely should be part of OpenSearch core

Action Item:

• Assignee(s) to draft a set of tenants/guidelines on how and why this should be added to core
• work with core 'MAINTAINERS' to move this forward
