[FEATURE] project board for TAG Observability #87

Is your feature request related to a problem?
as co-lead for TAG Observability, we've been experiencing challenges on follow ups on TAG meeting action items.
What solution would you like?
We'd like to start a project board to track those. this is aligned with the way open source projects under the CNCF and LF do it, for example OpenTelemetry's SIGs
for example, as co-lead of the OpenTelemetry CI/CD SemConv SIG, that's the board we use:

And this is the OpenTelemetry generic template:

this could be a good best practice for OpenSearch TAGs, beyond the observability TAG.
What alternatives have you considered?
we have the meeting minutes doc where we can capture action items, but hasn't proved effective
