The state of this PR at Dec 23rd, 2024 is OOB and DID Exchange support is working between acapy and credo, however, for the acapy-credo runset, the public DID for Credo is not resolvable even when the DID is fully qualified. |

Discussed on the 18th, we should do a new follow up with the credo team to get an update. Last comment on the linked issue proposed a solution which will need to be tested. |

This PR attempts to fix credo tests pipeline failures. It adds support for OOB and DID Exchange and therefore support other suites of tests that use DID Exchange Connections.
Indirectly this PR will close the following issues.
