....if these exceed 1/32 of packets sent. Also only apply RL techniques for connections we repeatedly use; this saves us trying to apply RL to cases where we do not have enough data to make good choices. Add file download test using python3 http.server; it allows us to show BBR kicking in for connections where loss/latency are induced via netem. Signed-off-by: Alan Maguire <alan.maguire@oracle.com>
