bugfix of exp_j for states with hyperfine structure (e.g. Yb171)

Yb173_mqdt fixed a few cases, where the exact same state was included twice (e.g. nu=42.5, exp_l=1)
Sr88_mqdt fixed nu of F states
also add high l states for isotopes with hyperfine structure (up to n=110, see details below)
Details
Include all states with principal quantum number up to nu = 220, with the following exceptions:
High l SQDT states are only included for nu > 25 (check if this is needed for the next release)
Low l MQDT models are included for low and high nu states (Sr so far only has one low nu model, while Yb171 and Yb174 have multiple models, which where fitted to NIST data, see also here). However, there might be some states missing at the transition between low nu and high nu models, this will be addressed in a future version, see this issue to see the current status)
For Yb171, Yb173 and Sr87 and nu > 110, only states up to l = 10 are included (otherwise the database size is too large)
Include matrix elements for |n_initial - n_final| <= max_delta_n = 10
