Okay this is a complicated case, the portuguese administration did not provide the Goa government the land aquisition files after the Indian army invaded. It is sometime in the early 1990's when Konkan Railway was being built the aquisition deeds were given directly to the Ministry of Railways.

Railways has not really persued mutation in most properties, and until they give the documentation, their names are not reflected in the Bhunaksha. I am not sure what the status is, but I believe the SWR was directed to mutate all their properties at the earliest after the velsao people started to protest.
