• I have added a news fragment under changelog.d/ (if the patch affects the end users)

Expected behavior:

$ pipx interpreter upgrade
Nothing to upgrade
$ pipx install pycowsay --python 3.12 --fetch-missing-python --suffix .test # with the old index
  installed package pycowsay 0.0.0.2 (pycowsay.test), installed using Python 3.12.1 (standalone)
  These apps are now globally available
    - pycowsay.test
  These manual pages are now globally available
    - man6/pycowsay.6

$ pipx interpreter upgrade
