Add UQ module

Add new module to ROSE to support active learning based on UQ metrics

Led by Masha and supported by the team, this ticket will track the progress of building UQ capabilities embedded in ROSE as a module.

The PR will come with:

UQ as a class and module
UQ documentation

Closing #41 in favor of this (duplicate as well)
