[backport v2.13.3] Prime installs should link to prime release notes

• Currently we link to release notes in two places / ways
  • 'New release' notification - From a link supplied by dynamic content (exists outside of r/d), see addNewReleaseNotification for plumbing
  • 'Whats New' notification - From hardcoded reference to r/r repo, see addNewReleaseNotification store getter
• We need to be careful when constructing the url
