Remove viewConfig action for all resources

Setup

• Rancher version: 2.14.0
• Rancher UI Extensions: None
• Browser type & version: any

Describe the bug

We still keep old View Config page for resources which we cannot edit. This page has been replaces with "View Configuration drawer" and the old page's styling is broken.
We should remove the old View Config page completely and only let users view config through the drawer

To Reproduce

1. Create a standard user
2. Add that user as a member to a cluster

Result
3. Go to Actions -> View Config and View YAML actions are available
4. View Config' styling is broken

Expected Result

3. View Config and View YAML actions should not be available

I think there's a flag for show config? If so we should keep the page for those scenarios. Otherwise if show config is enabled don't show the view config action
