Describe the bug
By creating 2 project custom resource quotas with the same identifier but different quotas, the UI saves one and deletes the other when the user hits the Save button.

By creating 2 custom resource quotas with the same identifier but different quotas, the UI saves one and deletes the other when the user hits the Save button.

Expected Result
UI must have a form validator that prevents the user from creating custom Resource quotas with duplicate identifiers
