CI: Enable GitHub Actions CI for ppc64le (Power architecture) support

Hi team,

We’re reaching out to propose enabling CI support for the ppc64le (IBM Power) architecture in your repository. We understand that you have removed the ppc64le binaries, likely because they take significantly longer to build when using emulators.

We’d like to propose a solution that leverages IBM’s GH Actions-based runner service to run jobs for the ppc64le architecture. This setup has already been successfully integrated into projects like:

✅ numpy/numpy#29212
✅ h5py/h5py#23

We’d now like to propose enabling the GitHub Actions app in this repository to allow running CI jobs for ppc64le directly via GitHub Actions. This would support upstream compatibility and help ensure continued support for the Power architecture in RapidFuzz.

Sounds good to me. I opened the request on the actionspz repository (IBM/actionspz#104). Is there only a need for ppc64le or also for s390x?
