OSSRH to Central Maven migration

  • Replaced central-publishing-maven-plugin with nexus-staging-maven-plugin plugin in pom.xml
  • Added steps in Ci.yml workflow to create settings.yml for central credential
  • Added MAVEN_CENTRAL_USERNAME & MAVEN_CENTRAL_TOKEN secrets

The workflow has been tested and published in central maven
