Verify New Webgroup Members

Add a command to enable members to join Webgroup, upon approval by Admins and Friends.

Approach

• The user runs a command to submit their email/username and request joining Webgroup, sending an Approve button possibly to the channel.
• The Admins and Friends are pinged and are the only users allowed to click the Approve button.
• This will send a GitHub team invitation to the user and add the Discord @Webgroup role, authenticated with the Blockbot access token for the redbrickCmt GitHub user.

I think the @technical role can be used for the member list here, that should be kept up to date with current elected technical members of the society.

@DistroByte We're renaming Technical to Admins & Friends, if you don't object.

I quite like technical as it's one word and doesn't place preference on any one role in the society. It also conforms the the current "standard" of single word role names.

I do see the benefit of the & friends being essentially all inclusive though.

Ultimately this makes no difference, the original comment was as much an information post about the existence of such a role.
