bazel: Suppress protobuf deprecation warnings
a4967c3 
Protobuf 33.5 uses deprecated APIs internally (RepeatedPtrField
constructor in map_field.h). Since these deprecations occur in
third-party headers we cannot modify, suppress the warnings for
internal files that include protobuf-generated code.
