Continuing the work from #1389. This PR standardizes the
Verbatimelement to a consistent style and starts inheriting fromElement.I noticed that the
normalizemethod had incorrect documentation. It said that we normalize 3+ line breaks to 2, but instead it normalizes 2+ to 1. I confirmed that this is the case based on existing tests as well.I tried to refactor the implementation a little bit to make it more succinct.
