As far as I can tell the feature doesn't have a tracking issue despite already being available on nightly. https://doc.rust-lang.org/nightly/cargo/reference/unstable.html#sbom links to a pull request in place of a tracking issue. This is causing CI to fail. Should I go ahead and open a tracking issue? |

No. Both @weihanglo and @epage have kindly reviewed the work on the implementation and the RFC so far, but I have not discussed the project goal with them. |

Sorry about the late submission, I was sick through the holidays and much of January.
This is my first time proposing a goal so the text is still pretty rough, I'll try to revise it quickly based on the review feedback.
