#22011 moved all parser tests from compile-fail to parse-fail to prepare for parser comparisons, however #22054 added another parser test to cfail and merged just after.
Just moving the test parse-fail for consistency.
Can be rolled up
Passes
make check-stage1-cfail(which also runs the parser fail tests at the moment). I don't think any other tests need to be run for this since it's just moving a test around
