User-friendly user management page

It is currently extremely difficult to find student data and set permissions without writing code in the Django shell. A new admin page should be built to satisfy the following needs:

* Find a user's account by email address and view their basic info
* Set their permissions (student, staff, superuser)
* View their roads and schedules
* Download their road and schedule backups
